Jizou represents the Bodishatva Jizo of the Buddhist teachings who has vowed to remain unenlightened (on the same level as normal human beings) so as to help them in times of difficulty. There are many statues of him all over Japan, and this one is located by the sea in a very beautiful spot on the north of the island just as you leave Setoda.
