This shrine is located on the Shirotaki Flower Line Drive route. Follow the winding road over the mountain until the very top at which point you will see a set of stairs on the left or right depending upon what direction you come from. You can park your car of the verge and take the stairs up under the red tori and when you reach the top, there are some rocks to the right and the most amazing view awaits you. I have seen snakes on the stairs so be sure to make some noise as you go up.
